A Virginia man who dodged paying for access to the Dulles Toll Road from Reston, Va., to Washington, D.C., for nearly four years has been !!!error: Indecipherable SUB-paragraph formatting!!! .
Jason Bourcier, 33, said he didn’t pay the fee for a variety of reasons, two being that he was unemployed at the time and sometimes didn’t have quarters, Fox 5 DC reports. He also told NBC Washington that a friend told him the road was free to drive on late at night, which is false.

Holy shit! The tollroad authority here in Houston sent me a ton of letters when I accidentally racked up some unpaid tolls (my credit card expired and it was the one place I forgot to change to the new number), but I only got to about $40, how the hell do you rack up over $100K and them NOT come after you!?!

751 pages of people who dont pay tolls. And most owe well over a grand. If not 10-100K$.... I wonder if NJ has a list like this....

What I don't understand is how they know how many times they did not pay. If it was because of camera, why did they wait so long to go after them.

Oh they won't come after you or do anything to you. Ever since the physical toll booths were switched out with the unmanned-electronic scanners, the number of people not paying the toll has skyrocketed around Dallas.
Doesn't help that the NTTA has little or no bite when it comes to getting violators, which is ironically why they publish this list every year, as some sort of wimpy punishment.

I meant legal action. I got letters threatening as such with only $40 in fines. So, I'm wondering why such legal action hasn't occurred here is all. I do have to wonder, if they have so little authority, why bother with the tolls at all?

They'll send you letters asking to pay threatening fines and such. But currently, that's the extent of it. It's one of those things that nobody really thought out apparently.
I think they are trying to get a law passed that'll give them some legal grounds, but it's been all bark and no bite up until this point. They probably thought that threatening with a fine would scare them into paying, but 751 pages later it hasn't really worked.
